[BUG] waypoint city information weird in SU10

Most of the waypoint city information is bad (weird characters) in v1.27.21.0 . Tested with both Navigraph and stock navdata.
See the example in the attached debugger image (city = "M-").

This issue is not fixed in SU11

I am tracking this issue. I suspect it's a problem of uninitialized variables.
Did you witness the problem with other fields?

No, I got it only with the city field.
