[SU11] Packs&Bundles - fspackage tool does not create all files & folders

Hello,

When I compile a "Pack" (Bundle) outside DevMode with the fspackage tool, the contents in the PublishingGroupsContent and PublishingGroupsMetadata folders are not created.

Via "Build All" in DevMode they are created. I think the files and folders should also be created with the fspackager, similar to PackagesMetadata. PublishingGroupDefinitions are present and not changed between the internal and external build. It is also independent of mirroring and rebuild.
