Hello.
The point of the DRM system is to prevent people from getting and modifying any content without their original creator's approval.
You will still be able to mod an aircraft if the original creator provides you with the unencrypted package or source files.

It depends on the original creator license terms and Microsoft Partner Program terms as well.
I suggest you create a ticket on Zendesk for this as this is more related to marketplace licensing than SDK itself.
