On/Off timing for airport lights.

I am wondering why airports are in (almost) total darkness even when there is heavy precipitation and low overcast clouds during "daytime". I would imagine that airport authorities would turn the lights ON during such times to avoid unwanted interactions between aircraft and ground service vehicles/personnel. I think the simulator only takes daytime hours into consideration to switch lights off/on.

Yes, the only way to solve that is putting lights as simobj and choosing day/weather, etc to show it

How can you add lights to simobjects? Wasn't it only for light rows?
