Invalid aerial CGL files in multi-file packages

I am working on Kuressaare airport (EEKE), which lies on the edge of two level 6 tiles.

When I try to compile custom aerial imagery, then two CGL files get produced, but only the eastern tile is shown in the simulator. When I manually split those CGL files into separate packages, the other tile still does not show.

However, if I compile imagery for either tile separately, then those CGL files work separately and also when manually combined into a single package.

This leads me to believe there's something wrong with how multi-CGL files are generated.

I can confirm I have similar issue with my scenery.
