Allow to activate/deactivate a blue visual cue around a control with sim vars

This would allow tools like instructor stations. For instance, if a friend is
flying beside me with a VR headset, I can tell him to turn on the battery and,
with a 3rd party tool, thanks to SimConnect, I can activate a blue visual cue
around the battery switch if he doesn’t find it. A 3rd party tool could be
Touch Portal for instance.

As for hovering over controls in lock mode and checklist items that are
highlighted?

Yes, exactly this visual cue that is already implemented in the sim.
