Context: Aprons placed prior to SU3 with custom UV modifications have all shifted resulting in undesirable looking textures.
Bug description: It appears that aprons using ‘Texture Offset U’ and ‘Texture Offset V’ no longer read that information in active packages and community packages. The XML’s contain the same data pre and post SU3, but perhaps the sim is reading the xml differently and not picking up the information for the previously mentioned settings anymore. Vector placements can no longer be placed in groups as well so it makes me wonder if the sim is reading XML’s differently since the update. In the attached screenshots you can see where all the tiles are no longer aligned.
Repro steps: Load any Airport where the previouly mentioned Apron Settings are in use.

As for the vector placement, I have logged a bug. As a workarround, you can use the button “Move to” to move the vector placement into a group and after that you will be able to drag and drop it anywhere.
Ticking ‘Local UV’ seems to prevent the issues I’ve encountered, however it has to be done like that from the get go I’ve found.
Additionally I think it may only effect specific material types specifically Concrete_Tiles(asobo-surface-artificial-material-lib). Some materials I added manually into the material library haven’t replicated the issue.
I will see about getting a project sent across, in the mean time here’s another comparison which might better demonstrate the issue.
Here is a video, I managed to temporarily fix the shift by taking advantage of a bug I knew about. Unfortunately it doesn’t persist through rebuild so it’s not a fix but it might help explain how the shift has happened. To replicate this bug you need to add a material into the source while it is loaded as an active package.

We have found a fix but it is too risky for SU4. It needs a proper versioning to avoid breaking apron UV of existing packages. We will try to fix it for SU5.
The current workaround is to use “Local UV” for your aprons.
