Similar MSFS 2020 issue: yes. Both 2020 and 2024 Coherent Debugger open and remain blank
Bug description: Coherent Debugger has been blank with no sign of changes for several weeks. Unsure of it’s problem. It was removed and reinstalled. No changes. I’ve been unable to view any aircraft including our own work.
Repro steps: Log in the game, load aircraft in need of inspection, open Coherent Debugger, press GO, no data. All blank

I’ve always fixed this by killing the old process that’s still holding the debugger port. For whatever reason devsupport won’t let me post a direct link anymore, so you’ll have to google the stackoverflow post entitled “How do you free up a port being held open by dead process?” to see how to kill it.
Once I removed some of the external SimConnect programs I used to run I never had that trouble with old processes hanging around anymore.
Not much to add compared to what @tracernz already said.
I have never experienced this but a few of our developers have reported having this when the 19999 port is already in use.
If you are able to reliably replicate this issue, it would be interesting to track which process is listening to this port.
I’ll try to replicate this issue but I’m not sure how soon I can do it. Normally, CD always works. But when it happens again I will try to get some sort of details from my Windows systems to fully understand.
