[BUG] Choosing '3' (engine vacuum pump boots) for "structural_deice_type" results in slow melt

The SDK lists 4 options for the structural_deice_type entry in systems.cfg; 2
of those entries (2 & 3) relates to leading edge deicing boots. Option ‘3’
(engine vacuum pump boots) is a perfect fit for our aircraft. However, the
deicing action that takes place when the structural deice event is fired is a
very slow melting action - with a resulting reduction in structural icing at
about 1% per minute. Cycling deicing boots should result in an immediate
effect. (While it might not be accurate that deicing boots would remove all
accumulated ice, it should definitely be a significant effect.) If this is as
intended, or not finished yet, I’d propose another configuration line, such as
structural_deice_rate, where the number is a scalar on the rate of deicing
action - with a zero being instant.

windshield_deice_rate and structural_deice_rate. This should solve
