CompileBehaviors crash fspackagetool on rebuild

When using the external fspackagetool, I can build a package with SimObjects using CompileBehaviors. However, when I go to rebuild the project after making changes (even if XMLs are untouched), fspackagetool will crash before completing the build. If I open the project in 2024 and build through the UI, the package will build fine.

I was able to consistently reproduce this with my scenery library and a modular aircraft project.

Even with a valid work-around, I am marking this as high severity as I tend to use fspackagetool in my workflow for building more than I use the UI. My scenery asset library is pretty large and at the moment I either have to do all of my builds in-sim or I have to do a clean build every time I build externally, which makes testing small changes a bit of a hassle.

Thank you for the repro steps , the project and the video you sent us via PM.
I was able to reproduce the issue and logged it in our backlog.
