Developer camera falls to ground in scenery editor

Bug description: When entering editor mode on a scenery and switching to developer camera, the camera will slowly fall to the ground. Pressing the alt key will arrest the movement, but only until the key is released. The movement is slow, but fast enough to make it very difficult to place an object or create polygons, aprons, etc.

Repro steps: Load scenery in editor, switch to developer camera. Camera will being to slowly fall to ground level.

Peripheral have default mapping for developer camera controls.
For example, Xbox gamepad triggers are used for developer camera elevation.
So I suspect you simply have a peripheral plugged in that has some drifting on one of its axis?
