Electric Deice type not working

Context: I’m trying out the different deice systems on the default c208b

Bug description:
Looks like the
[DEICE_SYSTEM]
structural_deice_type = 4
Electric deice does not work.
I have a circuit set up for it, and electric debug window shows it operational and under power, yet if I turn on structural deice STRUCTURAL ICE PCT keeps climbing and ice keeps accumulating even with very high structural_deice_rate

Repro steps:
Set up a CIRCUIT_DEICE type circuit and a line to connect it to a powersource
Set structural_deice_type = 4
In the sim set up icing conditions and let STRUCTURAL ICE PCT climb
Turn on structural deice, and notice the ice keeps accumulating.

It does have an effect but the value of structural_deice_rate is not used in this case.
Instead, a hardcoded rate is used but it’s too low to compensate moderate or severe icing conditions.

If you set a temperature below -20°C, which will give light icing conditions, the icing level should start decreasing.

This is not the intended behavior though, and the value defined by structural_deice_rate should be used.
I logged a bug and this will be looked at.
