Bug description:

Repro steps:
Create an electrical system with at least two buses. Have a line connect the two buses. The electrical load on this line will always be zero.
A breaker connection on the line will function correctly if pulled, but since the load is zero, the breaker cannot trip.
The power distribution calculations seem correct, as generators/batteries will be loaded correctly, and power is available to the consumers, respecting breaker/switch states. The bug only seems limited to the propagation of load on a line connecting 2 buses together.
