How to access these bushes?

With my current airport project, there is a walkway bordering raupō wetlands. Raupō is a type of wetland grass, Typha orientalis. Also bordering the airfield are some wetland ponds with the same bushes I’m looking for. I’m not sure how these are placed, or if they are usable at all, but I’d like to use them on the walkway. Any ideas how I’d access this plant model?

I posted this initially because I couldn’t see what these were using any debug tools, but now I’ve managed to see that it is a grass (grass_water_temporate), included in a biome. I know we’ve never had much control over grass, so I don’t hold out much hope. Any ideas?
