ILS Override Functionality Ineffective

Context: Airport Package. Built, within Community Folder.

Bug description:

I’ve set custom values in the scenery editor for both runways yet they seem to have no effect, the plane prioritizes default values, not the ones I’ve set in my scenery package. I can see the changes were applied because BGL size changed from 940KB to 994KB.

DeleteAllILS command applied.
ILS values set, no effect. No errors were shown in the console before, during of after the build was completed.

Do you have any other navdata packages installed e.g. Navigraph? Check your package order tool and see if they’re above your scenery.
