Inconsistent Exclusion of Power Poles

Bug description: In the scenery editor, an Exclusion Rectangle will appear to remove OSM located power poles. On switching back to Dev mode or Normal mode, the power poles are still there.

Repro steps:

An an example, use the coordinates from the xml above to locate the area of concern.
Open the scenery editor and place an exclusion rectangle over the pylons. They disappear.

Save and Close the scenery editor, build the Project.
Power poles still visible in Package.

I have found the solution. It appears to be related to the package order, and placing my package below the Microsoft-modellib-assets removed them, but how do I ensure my package stays in this position?

Setting the package order hint appropriately should solve that for people installing your package for the first time (or with a clean content.xml). Package Tool XML Properties

Thank you for the suggestion. I set CUSTOM_AIRPORT in my package Definitions file, which solved the problem.
