This is already fixed in the current SU5 flighting :

[SU2 Beta] Objects always snap to ground with UseInstancing option enabled. snapToGround option is ignored

Version: 1.4.7.0 Frequency: Consistently Severity: Blocker Context: Place a scenery object with “snapToGround” set FALSE, and UseInstancing option enabled.
