Light flares ignore <VISIBILITY_CODE>

Bug description:
A light .FX flare effect will not abide the visibility condition applied to its attach node, and stay on.
The light emission (spot, or omni) will.

Repro steps:
Add a <VISIBILITY_CODE> to the attach Node (I am using this to flash strobes. So to synchronize flashing the lights mesh and the FX flare / emissive)
The FX light emission will synch up with the <VISIBILITY_CODE> as expected. the light flare will stay on. It will only respond to its circuit state. This is inconsistent. The entire effect shall respond to the Node’s <VISIBILITY_CODE>.

Works as intended, but latency is too large for strobes. I’ll have to live with this, and simply use strobed FX emitters.

This is however useful for retractable landing lights, etc …
