Sim and compiler crash with latest SU1 (1.3.7.0)

Context:
When compiling directly (out of game) using FSPACKAGETOOL

Bug description:
When compiling scenery, the compiler crashes when beginning to compile BGL assets. This happens on all SDK examples as well (screenshot attached from LFPG example). Unable to compile any scenery using this method. We have to resort to using the game to compile.

Repro steps:
Use fspackagetool.exe to export
