Bug description:
Sim does not read fs-base-biomes folder from community folder. It only reads it if I delete the fs-base-biomes from official packages folder.

Why are you placing fs-base-biomes in your community folder?
The sim treats the official folder with higher priority than the community folder, so that is why it is not loading. I’m not advocating for it, but even if you removed the official version, there’s a chance the sim only looks for that in the official folder (not sure though)
I made changes to biomes. I tried to only add biomes folder in community folder but that didn’t work.
If I do remove it form official folder, it reads from community folder every time,
You really shouldn’t be modifying those files. Are you not able to create a separate package that introduces the changes you’re looking for?
No, if I rename fs-base-biomes to my name or anything else in community folder, or create a package with different name, the sim will not read it because it has biomes in it. It needs to be named fs-base-biomes.
