Street lights not completely excluded by polygon

It’s good to have street lights exclude feature. However, I find this is a not
fully compatible feature. In this test it shows not all the street lights are
possible to be removed. Some street lights seems to have higher priority then
polygon no matter which priority level I set and refuse to be off. (I didn’t
try negative values.) This is kinda annoying since the area I want to be dark
can not be excluded. Any fix for that?

Can confirm this. Light spheres are still in their places.

Confirmed. Same with the red orbs.

Third confirmation. Still does not exclude street light orbs. Only works for
the power lines.

I do confirm too. Some lights are not removed.

I found if I do an area some of the lights disappear and other stay no matter
what
