SU4: EFB "Send to ATC" not setting departure runway

Bug description:
Loading a EFB-format PLN via the EFB and clicking “Send to ATC and Avionics” is not setting the departure runway.

Repro steps:

  1. Launch MSFS 2024
  2. Click Free Flight
  3. Click [TAB] EFB
  4. Load the attached EFB-format PLN (KCOD with runway 4)
  5. MSFS 2024 KCOD runway 4.zip (686 Bytes)
  6. Click SEND TO ATC or SEND TO ATC AND AVIONICS
  7. Observe the set runway remains the ‘default’ 22, not the intended 4, as per screenshot below.

  1. Workaround: If the “SEND TO ATC” button is clicked a SECOND time, the runway is set ok.

‘Correcting’ the runway on the World Map has the unnecessary(?) side-effect of completely resetting the flight plan which exacerbates the impact of the bug. There have been echoes of this bug in the past but quite a lot of work has been done since then so it seemed appropriate to create this report.

The bug’s not noticeable if the flightplan runway coincidentally is the same as the ‘default’ runway, which slowed up diagnosis a bit. For me this issue ALWAYS occurs on the first load of a PLN, and ALWAYS gets fixed on the second press of the SEND TO ATC button. YMMV.
