Bug description: The terrain is shifting from editor mode to mounted package, this makes very difficult and time consuming to position scenery objects accurately in certain areas as they will shift altitude from editor mode to mounted package.
This becomes even more problematic because there’s no option to have an object altitude relative to msl. The scenery object is either snap to ground, which will change its altitude when the terrain shifts, or offset from ground that will have the same effect because its reference is always the ground.
So to have the right altitude for the scenery objects in certain areas, one has to position the object in editor mode, build the project, close the project, verify that the objects is in the correct altitude and if not redo all those steps again until it’s at the desired position.
For the following object to be in the right position when the package is mounted, it needs to be significant lower in editor mode because of the terrain shift happening.

Aside from the scenery objects position, the terrain shift also makes for very difficult terraforming in obtaining exactly the terrain as one wants, if the terraforming is exactly as one wants in editor mode it changes in some areas drastically when outside the editor mode.

Repro steps: Create a rectangle, change the altitude relative to the default terrain level and enable terraforming. Build project and close, see the terrain shift from the result that was presented in the editor mode.
