TOGGLE_RAMPTRUCK unable to send boarding ramp away

Bug description: TOGGLE_RAMPTRUCK should be able call and send away the boarding ramp as described in the SDK docs. However, the command is only able to request for a boarding ramp + bus. Calling the command again repeatedly spawns another boarding ramp + bus. Calling the event again should send away the current boarding ramp + bus.

This was tested through an EFB page.

Hello @Heclak

Some changes were made in SU4 beta to address this.
Behavior will not be identical to 2020 but should be closer.
Can you check and let us know if this is ok for you?
