CLOCK_HOURS_SET and CLOCK_MINUTES_SET send wrong values in Simconnect

Bug description:
event CLOCK_HOURS_SET from Simconnect set zulu time rather than local time as expected
event CLOCK_MINUTES_SET from Simconnect seems to set the minutes from midnight (in 2020 it used to set the minutes of the hour), 4 hours before utc time: eg. sending 0 for CLOCK_MINUTES_SET, time is set to 20.00 utc,
sending 60 time is set to 21.00 utc

Was raised here CLOCK_HOURS_SET/CLOCK_MINUTES_SET broken in V1.1.9.0 27 days ago.
Acknowledged 9 days ago but still no bug logged.
