Controll over T&G for AI Traffic

Based on this question I would like to suggest two new features for the SimConnect Interface:

  1. Enable T&G inside the AISetAircraftFlightPlan call, so we can start already parked airplanes for T&G
  2. Allow us to override the T&G set inside AICreateEnrouteATCAircraft with a new Flightplan that forces the airplane to land.
