This isn’t exactly my experience. I found it isn’t turning Dev mode off that has the impact, it is just toggling it either on or off. I got a similar good result by turning dev mode on, when I have performance issues.
I can confirm, turning on dev mode, disables frame generation.
Can you try deactivating the Smart Docking option and see if it fixes the issue?

I can also confirm this behavior. On Nvidia driver 566.14 ( latest as of today) and latest SDK version for 2024, enabling the Dev Mode toolbar (with or without FPS overlay) causes Frame Gen not to work, despite Frame Gen text being enabled and visible on FPS overlay.
Disabling Dev Mode within the main settings allows Frame Gen to work correctly.

Disabling the smart docking system enable back frame generation
We need to add information in the documentation about the fact that the Smart Docking system disables some graphics processing/features - but first I need some of my colleagues to give me the exact list. And I’d like to check if there would be another way to keep Smart Docking while still keeping all these features.

Is the smart docking option within the dev mode toolbar?
Edit: Found it. It’s in the Dev Mode toolbar under Options.
I can also confirm turning off Smart Docking fixed the issue
