Flickering default scenery lights! power outages?

Context: sunset to dawn in cities

Bug description: all the city lights are flickering REALLY bad.
At a distance the effect is gorgeous, when close is like there is terrible power outage going on

Repro steps: in every city, below 500 ft (plus or minus)

since i double posted this bug, ill move my video here. but yes theres many of us with this issue.

seems to be fixed in 1.0.86.0
