Floating runway lights after teleporting (using the SDK)

Teleporting to an airport using the SDK results in floating lights in some
situation (most of the time at TNCM) https://youtu.be/lB6ov6rIXL4

Can confirm that happens if I teleport to TNCM. Also happens if I teleport to
my own ENBO (<https://flightsim.to/file/5898/enbo-bodo-airport-and-air-
station-bodo>). I would guess it’s caused by the same base issue I have
described here: <https://forums.flightsimulator.com/t/floating-runway-lights-
pc-xbox/464742/50> , which is that the lights are spawned and fixed at an
elevation based on low-quality terrain, then not moved after high quality
terrain loads in. I think lightrows are more easily affected by this than the
default runway/taxi lights.
