Here are 2 screen shots I got from my project and I think there is a distance limitation of some sort that changes the RWY Number placements correctly.
I am trying to place the hold short lines based on the underlying imagery but I cannot get the correct numbering at those distances. Is there a way to correct this?
A slight movement of the selected h/s line towards RIGHT changes the numbering:
