HOW TO INSTALL MODS
Files must be placed individually into the community folder.
Default installation locations:

There is no way to install mods on Xbox other than purchasing the available one from the Marketplace
Hello,
mamuDesign is far more an expert on dev mode than I am, but I want to back him up and say that he is absolutely correct.
Just for some clarity, dev mode is for developers only (the people who make aircraft and airports, scenery, and activities). As an end user (someone who doesn’t make aircraft, etc.) you don’t need dev mode. And on Xbox, dev mode doesn’t exist. Also, on Xbox, there is no Community folder.
On Xbox, you are limited to the add-ons that came with the sim and those that you can get in the in-sim Marketplace. (You cannot download an addon from flightsim.to or some other place and install it on your Xbox.) This is not Microsoft Flight Simulator’s fault: It is deliberate design decision taken by Xbox for security reasons.
So, if you want to install an addon on Xbox, go to the Marketplace and get whatever you need there. When purchasing, there should be an option to install it right away, but if you have already purchased it, you can go to Profile > Content Manager, find your add-on, and install it there.
Hope this helps!
