No developer mode menu in missions - No custom panels showing up

Similar MSFS 2020 issue: No issue

Bug description: There is no dev menu, so its impossible to quick debug (wasm ouputs).
Also, custom panels do not show up. “PANEL_****_FORCE_SHOW” does not work anymore?
