Vegetation Polys Missing Underbrush

Bug description:
When adding a new vegetation polygon, only the main tree types for that default biome or the forced biome show. All underbrush (Ferns, shrubs, logs, sticks, grass, etc) are missing.

This is the case for both 2020 packages used in 2024, as well as 2024 native.

This should apply to any newly added vegetation polygon, though in this specific case it is a polygon added over a vegetation exclude polygon, replacing the original tree layout.
