VFS projection encrypted files clarification, typo

The documentation re: VFS projection (The Virtual File System) indicates:

Some files are encrypted and will appear with a padlock (:lock:) icon on them. Trying to open them will result in an “Access Denied” error, due to them being from thrid[sic] parties and not being part of the core simulation files.

Aside from the typo, I don’t know what core simulation files is referring to. I installed MSFS 2024 fresh, no marketplace, and various files in the VFS projection are showing encrypted (e.g., visualeffectlibs\microsoft-jn4-heat\microsoft-jn4-heat\visualeffectlibrary.xml). But other files such as visualeffectlibs\microsoft\oilrig\* are not encrypted.

So what does core simulation files mean here exactly?
