Why to resize textures on lower LOD if MipMaps are streamed?

Hi!

I’m refering my old question which I raised for 2020 but with new knowledge about 2024 streams the mip-map that is actually really needed

We are encouraged to use smaller textures on lower lods, even 64x64 pixel sized textures on the LODs which are less than 5%. Is this really needed?
I mean they increase the package overall volume, and also makes the development more work.
