Blending is broken in rain/snow

hello there. I notice severe cases of blend material artefacts in rain/snow weather. I know of the problematic rendering of blend materials in poor visibility (ie not being drawn behind fog), but not sure I have seen anything like the attached before.

the obvious issue is the wrong drawing order, but the secondary issue is that the alpha value of the blend material appears to change (ie areas of semi-transparent texture become nearly fully transparent)

Are you exporting your object from Blender or 3DS Max, and if so, which version? Have you manually set the drawing order
