New Flight_model.cfg parameter ‘Empty_inertia_tensor’

Are we using a 2D table eg
empty_inertia_tensor = 1,1,1:1,1,1:1,1,1

Or a single value eg
empty_inertia_tensor = 20

Is this parameter currently active?
